Developing several IHOP restaurants is an operating-platform decision, not simply a commitment to fund several buildings. The proposal must show how sites, managers, supply and working capital will be delivered on a realistic timetable.
Start with the brand’s qualification process
IHOP’s US development guidance describes agreements covering multiple restaurants in a defined geography and period. Its process evaluates the business plan, existing operations, management and financial position before commercial terms and contract execution.
For published US financial thresholds and fees, use our IHOP franchise cost guide. A proposal outside the US must establish its own country availability and applicable agreement with the international development team.

Build a territory plan from viable sites
Map customer catchments, competitors, travel patterns and existing brand locations. Identify the first sites with credible property access, then explain how later openings will be selected. A list of cities is not evidence of a funded development pipeline.
For each location, show occupancy costs, construction timing, recruitment needs and break-even sales. Assess whether delivery or another proposed outlet will shift demand between stores rather than create new sales.
Separate restaurant economics from platform overhead
A multi-unit organisation needs supervision, training, finance, procurement and development capability beyond the store team. Include those central costs in the group model. A profitable restaurant can still sit inside an underfunded expansion programme.
Map cash by month: deposits, fit-out payments, opening stock, payroll and the operating deficit during ramp-up. Test overlapping opening delays and lower sales. Funding should cover the commitments already signed, not depend entirely on future restaurants opening on time.
Negotiate milestones the organisation can deliver
Review the development schedule, site-approval process, rights retained by the brand, consequences of missed openings and renewal or transfer provisions. Match rollout obligations to approved properties and the management bench. Obtain appropriate legal review of the actual agreement.
Our assessment is that controlled sequencing protects execution better than announcing an ambitious store total without the team and sites to support it.
Prepare the operator submission
Present ownership and funding evidence, existing trading results, the proposed leadership team and a site-based rollout plan. Compare alternative breakfast models through our IHOP and Original Pancake House analysis.
Star Brands Consulting Group provides independent operator-readiness, market-entry and commercial-structure assessment through Private Advisory. The engagement prepares a decision and proposal; it does not award IHOP rights.
